NEW GOVERNMENT. CONTINUITY. NO CONFIDENCE IN DINA BOLUARTE OR THE CONGRESS!
LET THE WORKERS AND THE PEOPLE GOVERN!
On the same day that the Congress of the Republic was scheduled to debate the third motion of vacancy against Pedro Castillo, he closed it. At noon on Wednesday, 7 December, the government announced that after the closure of Congress it would install a government of exception by decree under a state of siege with a dubious judicial reform, for which it ordered the mobilisation of the Armed Forces and the National Police; all within the framework of the Social Market State and the defence of private property of the big means of production and the reigning model. But Castillo was left alone and isolated. These anti-democratic measures found no social base among the working people and in less than three hours several of his ministers resigned, as did the Vice-President Dina Boluarte, until, finally, the Armed Forces refused to recognise the government and its announced measures, alleging that the closure of Congress was announced without the Congress having denied the government their trust on at least two occasions, as stipulated by the reactionary constitution in force since the Fujimori dictatorship. In this way, the government facilitated and sped up his resounding fall – entangled in social discontent and serious cases of corruption – one year and four months after being democratically elected, since Congress had the argument to approve his dismissal through vacancy with 101 out of 130 votes in favour, being replaced by Dina Boluarte, who becomes president of Peru on behalf of the repudiated Congress to fill the power vacuum and avoid a potential social outbreak, as happened with Merino.

We reject the anti-democratic measures announced by Castillo, but we also reject the neo-liberal majority Congress, which now, with the support of the lying Lima press and the economic power groups, is trying to wash the Congress’s face by falsely presenting them as the “defenders of democracy”, when in reality they are the most anti-democratic and directly responsible for the crisis.
The right-wing is celebrating the fall of Castillo as a great triumph – an aim they have sought since taking office after the electoral defeat of Fujimorism and its neoliberal project – but the country continues to be submerged in a deep social crisis with the highest rate of informal employment and low wages, with economic precariousness that is spreading and an enormous political crisis, imposing a model of economic growth that only serves the richest, while continuing to exploit the workforce and lining their pockets with the health and education of the people.
Boluarte’s new government is nothing new and does not deserve the confidence of the working people because, from the outset, it proposes to form a government of “national unity” with all the corrupt parties, the entire conservative and reactionary far-right and the big business owners who trample on the working people of the countryside and the city, plunder our resources and destroy the environment. Boluarte and his allies will govern in the service of the big capitalists and against the working people, demonstrating once again that the governments of class conciliation are nothing more than a dead end for the working people and that Castillo’s electoral promises were dissolved in the governability agreements with the right wing, the IMF and the OAS, becoming mere lies and betrayals of the working people who continue to seek a change of course.
Let’s fight for wages, jobs, health and education! Let them all let the workers rule!
From the Workers Party UNÍOS, we are clear in pointing out that the closure of the congress or the presidential vacancy are insufficient measures to get out of the social and political crisis of the country. We call on the working people of the countryside and the city, the social, political, trade union, student and popular organisations, to recover the independent mobilisation for a workers’ and popular solution, so that the crisis will not be paid for by the workers, but by the capitalists! It is necessary to organise ourselves to put an end to this decomposed regime of representation that does not represent anyone, to break with the exhausted economic model that keeps wages frozen in hunger and with high rates of labour informality, let’s fight for a general increase in wages and pensions without the thieving AFP! Let’s confront precariousness and informality by implementing a public works plan for popular housing to guarantee genuine work for thousands of unemployed, underemployed and informal workers! Let’s fight for an immediate budget increase for work, health and education and the appointment of all precarious workers!
Let us fight for the nationalisation of gas and natural resources to put an end to the looting and put the country’s resources at the service of the needs of the people and not the profits of the bosses! In this perspective, we denounce that neither the government nor the congress are an alternative and that they should all be thrown out by the popular mobilisation.
