{"id":22716,"date":"2025-07-22T14:25:22","date_gmt":"2025-07-22T14:25:22","guid":{"rendered":"http:\/\/uit-ci.org\/?p=22716"},"modified":"2025-07-22T14:25:22","modified_gmt":"2025-07-22T14:25:22","slug":"trumps-big-beautiful-bill-benefits-for-the-rich-and-cuts-for-the-poor","status":"publish","type":"post","link":"https:\/\/uit-ci.org\/index.php\/2025\/07\/22\/trumps-big-beautiful-bill-benefits-for-the-rich-and-cuts-for-the-poor\/?lang=en","title":{"rendered":"Trump&#8217;s \u00abBig Beautiful Bill\u00bb: Benefits for the rich and cuts for the poor"},"content":{"rendered":"<div><i>By\u00a0<\/i><i>Miguel\u00a0\u00c1ngel\u00a0Hern\u00e1ndez, member of the leadership of Socialism and Freedom Party (PSL), IWU-FI section in Venezuela, and of the IWU-FI<\/i><\/div>\n<div><i>\u00a0<\/i><\/div>\n<div><i>\u00a0 \u00a0 \u00a0<\/i>Against the backdrop of Independence Day celebrations, on the 4th of July, and as two B2 bombers similar to those used to bomb Iran flew over Washington, the far-right-wing Trump signed the budget bill he dubbed the &#8216;<i>One Big Beautiful Bill<\/i>&#8216;, which had been passed in the Senate on Tuesday and then ratified in the House of Representatives last Thursday.<\/div>\n<p>It is a broad spending budget bill, with which Trump will apply a brutal \u2018<i>chainsaw<\/i>\u2019 by drastically cutting resources to important social benefits, such as<i>\u00a0Medicaid<\/i>,\u00a0<i>Medicare<\/i>, the\u00a0<i>Supplemental Nutrition Assistance Program<\/i>\u00a0(<i>SNAP<\/i>), known colloquially for food stamp, universities, as well as resources for environmental protection. All whilst substantially increasing resources for\u00a0<i>Homeland Security<\/i>, i.e. for his anti-immigration policy. The big winners of this bill are\u00a0<i>ICE\u00a0<\/i>(<i>U.S. Immigration and Customs Enforcement<\/i>), the Pentagon and US millionaires.<\/p>\n<div><\/div>\n<div><i><b>Benefits for the rich<br \/>\n<\/b><\/i>\u00a0 \u00a0 \u00a0All US media and analysts agree that the changes to the tax code in the bill will particularly benefit the very rich, to the detriment of the poorest.<br \/>\nIt is no coincidence then that big business groups have supported Trump&#8217;s \u2018<i>big, beautiful bill<\/i>&#8216;, with the\u00a0<i>Chamber of Commerce<\/i>\u00a0(business association advocacy group and the largest lobbying group in the United States) and the\u00a0<i>US Business Roundtable<\/i>\u00a0(a nonprofit lobbyist association. Unlike the\u00a0<i>Chamber of Commerce<\/i>, whose members are entire businesses,\u00a0<i>Roundtable<\/i>\u00a0members are exclusively CEOs) applauding the Senate&#8217;s passage of the bill on Tuesday. Corporations are betting that they will benefit from legislation that will make the tax breaks from the\u00a0<i>Tax Cuts and Jobs Act<\/i>\u00a0of 2017 permanent.<\/div>\n<div>\u00a0 \u00a0 \u00a0Under the terms of the budget bill passed in the US Congress, the net income of the top 20% of top earners would increase by almost 13,000$ a year, after taxes and other transfers. This is equivalent to an average increase of 3% in income for those sectors, according to an analysis by the Penn Wharton Budget Model, an institution that researches spending budget issues at Columbia University. For the top 0.1%\u00a0of earners, the average annual increase in income would amount to more than 290,000$ per year, according to the same academic institution. All this whilst those in the lowest income group, earning less than 18,000$ a year, would see a 165$ reduction in their after-tax and transfer income once the safety net cuts are taken into account.<\/div>\n<p><i><b>Medicaid and SNAP: Millions to go without health insurance and food<\/b><\/i><br \/>\nThe bill cuts $1 trillion from the\u00a0<i>Medicaid\u00a0<\/i>health insurance programme that benefits millions of seniors, children and people with disabilities. These cuts will affect hospital funding, which could lead to massive staff layoffs. The new rules add stricter work and bureaucratic requirements for\u00a0<i>Medicaid<\/i>\u00a0and\u00a0<i>SNAP<\/i>, which could leave thousands of beneficiaries without coverage.<br \/>\n\u00ab<i>The real-life consequences of these nearly $1 trillion in Medicaid cuts &#8211; the largest ever proposed by Congress &#8211; will result in irreparable damage to our health care system, reducing access to care for all Americans and severely undermining the ability of hospitals and health systems to care for our most vulnerable patients<\/i>\u00bb said Rick Pollack, chief executive officer of the\u00a0<i>American Hospital Association<\/i>.<\/p>\n<div>\u00a0 \u00a0 \u00a0Among the changes would be the addition of work requirements for\u00a0<i>Medicaid<\/i>\u00a0eligibility, for the first time in the programme&#8217;s 60-year history, as well as in the S<i>upplemental Nutrition Assistance Program\u00a0<\/i>(<i>SNAP<\/i>), the formal name given to the food stamps subsidy programme.\u00a0<i>Medicaid<\/i>\u00a0recipients between the ages of 19 and 64 must work, go to school or perform community service at least 80 hours per month to maintain coverage, a requirement that was not previously required. Although a similar requirement already exists in\u00a0<i>SNAP<\/i>\u00a0for adults up to age 55, this limit will now be extended to age 65.<\/div>\n<p>The Congressional Budget Office estimated that nearly 12 million people could lose their health insurance by 2034 because of these measures. In the case of\u00a0<i>Medicaid<\/i>, beneficiaries will have to undergo income and address reviews every six months, which would mean that people who do not have a stable address could easily lose their coverage because they do not receive official notifications. On the other hand, few of those excluded from\u00a0<i>Medicaid<\/i>\u00a0coverage would have access to employment-based health insurance.<\/p>\n<div>\u00a0 \u00a0 \u00a0The regulation goes on to restrict access to subsidised health insurance for refugees and asylum seekers. States that cover undocumented immigrants will also see their federal funding reduced from 90% to 80%, forcing some of them, such as California and Illinois, to stop enrolling new beneficiaries. The law establishes that states will, for the first time, have to assume at least 5%\u00a0of the cost of\u00a0<i>SNAP<\/i>\u00a0from 2028 onwards, something that until now has been fully covered by the federal government. This requirement could lead many states to limit coverage or even drop the programme altogether. Cuts are estimated to amount to 230$ billion over a decade. The bill tightens verification requirements for federal subsidies for\u00a0<i>Affordable Care Act<\/i>\u00a0premiums, which could also leave some middle-income Americans uninsured.<\/div>\n<p>In total, the bill could result in another 10 million people being uninsured by 2034, in addition to the millions who are uninsured today, according to a CNN analysis.<\/p>\n<div><\/div>\n<div><i><b>Cuts to education<\/b><\/i><br \/>\nThe law limits and eliminates some undergraduate student loan programmes and increases eligibility requirements for others.<br \/>\n<i>\u00a0Grad PLUS<\/i>\u00a0loans for graduate school are eliminated, which could mean fewer students attending graduate school. It also reduces\u00a0<i>Parent PLUS<\/i>\u00a0loans to 65,000$ per year per student, which could hurt black and Latino families in particular, who often use these loans to put one of their children through college, which is extremely expensive in the United States. Also, higher interest rates make it more difficult to repay loans, which could exacerbate student debt.<\/div>\n<div><\/div>\n<div><i><b>The law reflects climate change denialism<\/b><\/i><br \/>\n<span style=\"color: #000000;\">\u00a0 \u00a0 \u00a0Trump has promised to revive the American manufacturing industry, but clean energy analysts expect it to actually have the opposite effect. The<i>\u00a0American Clean Power Association<\/i>\u00a0criticized the legislation as a \u201c<i>step backwards in American energy policy<\/i>\u201d, that will eliminate jobs and increase electricity bills. \u201c<i>Workers will be affected by plant closures and construction disruption<\/i>\u201d says a report published this week by the think tank Energy Innovation. The analysis predicts that job losses will continue for several years, reaching a maximum of 900,000 in 2032, of which more than 230,000 would be manufacturing jobs.<br \/>\nThe bill eliminates tax incentives for wind, solar and other renewable energy projects by 2027 and imposes much stricter requirements on developers to be able to claim them. It also opens up federal lands and waters for oil and gas exploration and increases their profitability, while creating new federal support for coal.\u00a0An analysis from Princeton University showed that the bill is expected to contribute an additional 470 million metric tons of greenhouse gas emissions per year by 2035, the annual equivalent of more than 100 million gas-powered cars on the road.<\/span><\/div>\n<div>\n<i><b>Increased anti-immigration spending<\/b><\/i><br \/>\nSpending to carry out Trump&#8217;s anti-immigration policy will increase by 170$ billion over the next four years, in stark\u00a0contrast to the cuts to health, education and the environment.<\/div>\n<div>\u00a0 \u00a0 \u00a0With these resources, the government will increase the number of immigration agents; the government plans to hire more than 20,000 new agents for\u00a0<i>ICE<\/i>\u00a0and\u00a0<i>Customs and Border Protection<\/i>\u00a0(<i>CBP<\/i>). It will also build new detention centres for migrants, like the most recent project of &#8216;<i>Alligator Alcatraz<\/i>&#8216;, with more than $45 billion earmarked for this, including maintenance of the centres and transportation of deportees, and will further invest in surveillance technologies, including artificial intelligence. The bill also provides more than 46.5$ billion for the construction of the border wall. All of this bodes well for a substantial increase in deportations.<\/div>\n<p>In this regard, the conservative\u00a0<i>CATO<\/i>\u00a0research institute, which is linked to Republican sectors, predicts that once this law comes into force, the number of people locked up in detention centres for migrants will quadruple: from 50,000 at present to more than 200,000 across the country.<\/p>\n<div><\/div>\n<div><i><b>We must continue to mobilise against Trump&#8217;s cuts<\/b><\/i><br \/>\nAlthough the sweeping budget bill and its harsh cuts have been passed, all is not yet said and done. The workers and the American people will mobilise against the perverse effects of this law. Already the giant has woken up, and proven so with massive mobilisations in April, with the \u2018<i>Hands Off<\/i>\u2019 protest, and in the \u2018<i>No Kings<\/i>\u2019 day in June, where some 6 million Americans mobilised in more than 2000 cities and towns across the entire USA.<br \/>\nWe have to continue and strengthen the mobilisation until we defeat the austerity plans and Donald Trump&#8217;s &#8216;<i>Chainsaw<\/i>&#8216;.<\/div>\n<div><\/div>\n<div><\/div>\n<div><a href=\"https:\/\/edition.cnn.com\/2025\/07\/03\/business\/trump-big-beautiful-bill-business-economy\"
