El pueblo venezolano ha podido constatar la manera en que la ausencia del presidente Ch\u00e1vez de la escena pol\u00edtica nacional durante el \u00faltimo mes ha generado una gran incertidumbre, apenas dos meses luego de su reelecci\u00f3n en octubre del a\u00f1o pasado.<\/p>\n

<\/p>\n

A m\u00e1s de un a\u00f1o de que fuera diagnosticada la grave enfermedad que padece el presidente Ch\u00e1vez, y que en varias ocasiones se diera por superada definitivamente, existen indicios de que Ch\u00e1vez no estar\u00eda en condiciones f\u00edsicas para presidir el per\u00edodo para el que fue reelecto en octubre. Desde el Partido Socialismo y Libertad (PSL), respetamos la preocupaci\u00f3n de un sector importante del pueblo venezolano ante el trance de salud que vive el presidente Ch\u00e1vez. M\u00e1s all\u00e1 de las profundas diferencias pol\u00edticas que tenemos con su gobierno, esperamos que pueda recuperarse. No obstante, es nuestro deber fijar posici\u00f3n sobre la situaci\u00f3n que se ha generado en los \u00faltimos d\u00edas a ra\u00edz del agravamiento de la enfermedad del Presidente.<\/p>\n

La forma en que el gobierno ha manejado el asunto de la ausencia del Presidente pone en evidencia que el supuesto \u00abpoder popular\u00bb es una ficci\u00f3n mediante la cual se manipula la aspiraci\u00f3n del pueblo a asumir el control de las decisiones pol\u00edticas en el pa\u00eds. Nuevamente fue la c\u00fapula del Psuv, encabezada por Diosdado Cabello y Nicol\u00e1s Maduro, as\u00ed como la Asamblea Nacional y el TSJ quienes al final tomaron la decisi\u00f3n sobre la f\u00f3rmula para suplir la ausencia del presidente Ch\u00e1vez, empleando para ello los mismos canales institucionales que se utilizan para criminalizar las luchas populares y obreras. Para ello, aprovecharon los vac\u00edos y ambig\u00fcedades de la constituci\u00f3n burguesa actualmente vigente, un texto legal cuyo prop\u00f3sito es garantizar la continuidad del capitalismo en nuestro pa\u00eds y que por lo tanto no est\u00e1 dise\u00f1ado para garantizar que sean las decisiones de las mayor\u00edas populares las que definan nuestro destino colectivo.<\/p>\n

Las direcciones burocr\u00e1ticas del Psuv y la MUD han reducido el debate a un asunto meramente leguleyo, limitado a un torneo de interpretaciones acomodaticias de la Constituci\u00f3n. Es un hecho que el presidente Ch\u00e1vez fue reelecto con una muy alta votaci\u00f3n hace pocos meses, hecho que reconocemos aunque en dichas elecciones nuestro partido no apoy\u00f3 a ninguna de las variantes capitalistas que se presentaron, sino la candidatura obrera y revolucionaria del compa\u00f1ero Orlando Chirino. Por lo tanto, el PSL no toma parte en las discusiones leguleyas que se dan sobre los mecanismos a implementar para suplir la ausencia del presidente Ch\u00e1vez.<\/p>\n

Por su parte, los voceros de la MUD han puesto en evidencia su desesperaci\u00f3n por sacar provecho de la enfermedad de Ch\u00e1vez. Ahora quieren aparecer como los adalides de la Constituci\u00f3n que ellos mismos pisotearon con el golpe y el paro-sabotaje petrolero en el 2002. Esgrimen argumentos falaces, calificando la \u00abcontinuidad\u00bb del gobierno sancionada por el TSJ como un \u00abgolpe de Estado\u00bb, y llaman a estudiantes universitarios y otros sectores influenciados a movilizarse sin objetivos claros.<\/p>\n

Mientras que la MUD intenta pescar en r\u00edo revuelto y agitar con consignas anticomunistas, la burocracia gobernante exacerba el culto a la personalidad, incorporando toda una liturgia religiosa oficial a sus actos para intentar generar esperanzas en sus seguidores, al tiempo que se acusa a todo trabajador que haga huelga o se movilice de ser \u00abdesestabilizador\u00bb. Ambos sectores quieren pescar en r\u00edo revuelto.<\/p>\n

El gobierno y la MUD llevan a cabo una sorda pelea, rasg\u00e1ndose las vestiduras por una constituci\u00f3n que utilizan a conveniencia, pero las carencias e innumerables problemas de millones de venezolanas y venezolanos han estado totalmente ausentes de esta controversia. El problema de fondo es cu\u00e1l es el modelo pol\u00edtico y social que rige nuestro pa\u00eds, y eso es lo que los principales actores pol\u00edticos del pa\u00eds se niegan a discutir de cara al pueblo.<\/p>\n

Hay que levantar una alternativa<\/strong><\/p>\n

Para nuestro partido, la continuidad que se ha ratificado con lo resuelto por la Asamblea Nacional y el Tribunal Supremo de Justicia es la continuidad de una pol\u00edtica que se hace pasar por socialista, mientras que en los hechos no satisface las expectativas de los sectores obreros y populares. Respetando la opini\u00f3n de un sector mayoritario de los venezolanos, nuestro partido considera que gobierne quien gobierne, asuma Maduro, Cabello o cualquier otro miembro del actual gobierno, el pueblo y los trabajadores venezolanos seguir\u00e1n padeciendo las mismas calamidades. No albergamos ninguna esperanza en que las cosas cambien mientras gobierne la burocracia que ejerce directamente el control del gobierno, y que incluso es cuestionada por la base chavista. Es evidente que la MUD tampoco es una alternativa de cambio para lograr verdadera justicia social y una democracia obrera y popular.<\/p>\n

La no discusi\u00f3n de los contratos colectivos, el incumplimiento de los derechos laborales de millones de trabajadores del sector p\u00fablico y privado, como se refleja en el reciente paro en Bauxilum, van a continuar. El pueblo seguir\u00e1 padeciendo una alt\u00edsima inflaci\u00f3n, servicios precarios de luz y agua, los bajos salarios, y desabastecimiento de productos de primera necesidad, mientras que la Misi\u00f3n Vivienda se encuentra semi paralizada luego de la coyuntura electoral. Seguir\u00e1 la criminalizaci\u00f3n de la protesta, tal como se evidenci\u00f3 en la represi\u00f3n brutal de que fueron v\u00edctima nuevamente los Yukpa recientemente, y los despidos de trabajadores en las gobernaciones y dependencias p\u00fablicas.<\/p>\n

El PSL plantea transformaciones concretas para avanzar hacia una sociedad mucho m\u00e1s justa y solidaria, partiendo de que el petr\u00f3leo sea 100% del Estado venezolano, sin empresas mixtas ni transnacionales, y sea gestionado directa y democr\u00e1ticamente por los trabajadores y t\u00e9cnicos de nuestra principal industria. Partiendo de la recuperaci\u00f3n de nuestro principal recurso, se podr\u00e1n enfrentar los problemas del pa\u00eds, convirti\u00e9ndolo en una gran palanca econ\u00f3mica al servicio de salud y educaci\u00f3n gratuita para todos, viviendas dignas, salario m\u00ednimo igual a la canasta b\u00e1sica, seguridad social y personal, jubilaciones a tiempo y retroactividad de las prestaciones sociales, trabajo digno y productivo, desarrollo industrial y reforma agraria, en el marco de un modelo sin explotaci\u00f3n de unos seres humanos por otros, ni depredaci\u00f3n irracional de la naturaleza.<\/p>\n

Para nuestro partido, solo a trav\u00e9s la organizaci\u00f3n obrera y popular aut\u00f3noma y la movilizaci\u00f3n, en la perspectiva de la lucha por conquistar un gobierno de los trabajadores y el pueblo explotado, se podr\u00e1 encontrar soluci\u00f3n para los problemas que nos aquejan. De all\u00ed que la actual coyuntura que atraviesa el pa\u00eds ratifique la necesidad de construir una alternativa verdaderamente de izquierda y revolucionaria, que supere el falso socialismo del siglo XXI y la falsa democracia que pregona la derecha. Una alternativa pol\u00edtica que en la calle, en las universidades, en los portones de las f\u00e1bricas, en las \u00e1reas petroleras, as\u00ed como en el terreno electoral, se erija en herramienta de lucha para los trabajadores, las comunidades y la juventud.<\/p>\n

<\/a>Our position on the present political uncertainty facing Venezuela<\/strong><\/p>\n

Statement by the Socialism and Freedom Party from Venezuela [Partido Socialismo y Libertad-PSL]<\/em><\/p>\n

The Venezuelan people has noticed how the absence of President Chavez from the national political scene last month, has generated great uncertainty just two months after his reelection in October last year. A year after being diagnosed with the serious illness President Chavez is suffering\u2014 and that on several occasions it was believed to be finally cured\u2014 there are clear indications that Chavez would not be physically able to preside over the term for which he was reelected in October. From the Socialism and Freedom Party (PSL), we respect the concerns of an important sector of the Venezuelan people at a time when President Chavez is facing a delicate health situation. We hope for his recovery in spite of the deep political differences that we have with his government. However, it is our duty to take a position on the situation that has arisen in recent days following the worsening illness of the President.<\/p>\n

The way in which the government has handled the issue of the President’s absence shows that the supposed \u00abpeople’s power\u00bb is an utter fiction used to control the people’s aspirationto have power over political decisions in the country. Again, it was the hierarchy of the PSUV (governing party), led by Diosdado Cabello and Nicolas Maduro and the National Assembly and the Supreme Court who ultimately made the decision to cover the absence of President Chavez and employ the same institutional channels used to criminalize mass and working class struggles. To do this, they used the gaps and ambiguities of the bourgeois constitution that are currently in effect, a statute whose purpose is to ensure the continuity of capitalism in our country and therefore is not designed to ensure that the decisions of the popular majority be the ones to define our collective destiny.<\/p>\n

The bureaucratic leadership of both PSUV and MUD (right wing) have narrowed down the debate to a purely legalistic abstraction, limited to a contest between two different accommodative interpretations of the Constitution. It is a fact that President Chavez was re-elected with a very high vote a few months ago, but in fact we recognize that during the election, our party did not support any of the different candidacies that were presented by the capitalists, but on the contrary, we supported the working class and revolutionary candidacy of our fellow comrade Orlando Chirino. Therefore, the PSL does not take part in discussions that occur on legalistic mechanisms to be implemented to cover the absence of President Chavez.<\/p>\n

Meanwhile, the spokesmen for the MUD have shown their desperation to take advantage of Chavez’s illness. Now they want to appear as the champions of the Constitution that they trampled with both the coup and oil strike sabotage in 2002. The right wing put forward fallacious arguments by calling the \u00abcontinuity\u00bb of government sanctioned by the Supreme Court as a \u00abcoup\u00bb; they are also calling for university students and other sectors under their influence to mobilize without clear political objectives.<\/p>\n

While the MUD is trying to fish in troubled waters and using anticommunist slogans, the ruling bureaucracy exacerbates the cult of personality by incorporating a religious liturgy to their actions so that it will give hope in their followers and at the same time, any worker who mobilizes or goes on strike is accused of \u00abdestabilizing.\u00bb In fact, both sectors want to fish in troubled waters.<\/p>\n

Both the government and the MUD are tearing their hair out for a constitution that they use for their convenience while the shortcomings and innumerable problems facing millions of Venezuelans have been totally absent from this controversy. The problem is the main political actors in the country refuse to openly discuss the political and social system that governs our country.<\/p>\n

We need to fight for an alternative<\/strong><\/p>\n

For our party, the continuity that has been ratified with the decision made by the National Assembly and the Supreme Court is continuing a policy that pretends to be socialist, while the facts do not meet the expectations of workers and masses. With all respect to the opinion of the majority of Venezuelans, our party believes that whoever governs and whether or not Maduro or Cabello assumes power and\/or any other member of the current government, the people and the Venezuelan workers will continue to suffer the same calamities. We harbor no hope that things will change while the bureaucracy that governs exerts direct control over the government, and is even questioned by the Chavistas at the grassroots. Clearly, the MUD is not an alternative for change to achieve true social justice and a workers’ democracy.<\/p>\n

We believe that there won’t be any talks of collective agreements and that the breach of employment rights of millions of workers in the public and private sector as reflected in the recent strike in Bauxilum will continue. Further, the people will continue to suffer from high inflation, unstable services of energy and water, low wages, and shortages of essential goods while the affordable housing Mision Vivienda program has been semi paralyzed after the elections. The criminalization of protest will continue as evidenced by the recent brutal repression on the Yukpa indigenous people and layoffs of workers in the local governments and public agencies.<\/p>\n

The PSL put forward specific changes to move towards a more just and united society. We assume that 100% of the oil belongs to the Venezuelan state, with no joint ventures or corporations and managed directly and democratically by workers and technicians within our main industry. Based on the nationalization of our main resource, we can tackle the main problems facing our country, making it a great economic leverage in the service of healthcare and free education for all, decent housing, minimum wages matching inflation and basic goods, social security and personal pensions, time and retroactive benefits, fulfilling and productive work, industrial development and land reform; all of this as part of a model without exploitation of human beings by others or irrational destruction of nature.<\/p>\n

For our party, it is only through the mobilization of the masses and a free labor movement, with the goal of achieving a government of workers and the exploited people, that we will find a solution to the problems that we are facing. The current situation facing the country ratifies the need to build an alternative and truly revolutionary left, which overcomes the false, so called\u00bb Socialism for the 21st century\u00bb and the false democracy that the right wing advertises. We need a political alternative in the streets, in the universities, at the factory gates, in the oil industry and in the electoral arena so this alternative becomes a fighting instrument to for the workers, the poor communities and the youth.<\/p>\n
