The current huge crisis did not start with the vacancy of the corrupt Vizcarra government, nor will it end with the fall of the criminal Merino government, or with the manoeuvres they are preparing in Congress behind the back of the working people. The dynamics of the enormous crisis opened by the exhaustion of the neo-liberal economic model and the decomposition of the bourgeois representation regime, exposes the inability to reach a democratic way out and within the constitutional framework hand in hand with political parties that have no representation. All governments are responsible!
The Fujimori constitution goes no further. Merino comes to government through a constitutional mechanism that guarantees the chain of command of the capitalist state faced with the presidential vacancy that the parties of the regime opportunistically wanted to take advantage of, as part of the fight in the heights among the corrupt.
Merino does not leave; the mobilised people threw him out. The rise of strongly repressed popular mobilisations and the murder of two young people and several disappeared, isolated Merino politically, causing his fall. The criminalisation of protest has been a constant policy of all the neo-liberal governments to repress them and whose most finished expression was given in “the trigger-happy law” passed in March this year. Therefore, we reject Merino´s repression and all governments and demand all the disappeared return alive, freedom for those arrested, prosecution and punishment of those perpetrators and those politically responsible for the murders by the police forces.
The people organised and mobilised on the streets defeated the criminal Merino government, and now the questioned Congress is preparing to form a new neo-liberal government, while others are longing for the return of the corrupt Vizcarra. Neither Merino, nor Vizcarra or the Congress! No confidence in the transitional government.
The next transition government will not make substantive changes, it will have the task to maintain the economic model of capitalist bailout and to defend the corrupt Fujimori Constitution, making the working class pay for the crisis.
In view of this situation, it is necessary to keep the mobilisations and the struggle, and demand the CGTP call a National Strike and develop a plan of struggle with assemblies and organisation in the neighbourhoods, workplaces and schools to achieve all the urgent measures to get out of the crisis.
Let’s fight for a tax on the enormous fortunes and for an increase of salaries and pensions without AFP! Let’s fight against the perfect suspension of work and tax exemptions for the big companies! Let’s fight for more budget for health and public education! The rotten regime parties will not fight for all these urgent measures, they all govern for the rich and CONFIEP. While the powerful are distributing the power among themselves, we call to fight for a free and sovereign Constituent Assembly that guarantees the full and democratic participation of all the workers, people, peasants, women and youth organisations to bury the 1993 Constitution and its economic chapter, on the way to a government of the workers and peoples that puts all the resources of the country at the service of the popular majorities.
