22 November 2025. On 17 November, the UN Security Council adopted Resolution 2803 (2025), which fully endorses the “Trump Declaration for Lasting Peace and Prosperity of 13 October 2025” to impose a Washington-backed government on Gaza.

The Security Council members adopted the resolution with 13 votes in favour, while Russia and China abstained. They cowardly refused to use their veto power, demonstrating their complicity with Trump and Netanyahu.

The resolution seeks to close the circle of impunity that the entire capitalist and imperialist diplomacy grants to Israel, to save Netanyahu from the growing isolation he faces because of the massive mobilisations around the world against the genocide.

The UN Security Council, along with US and European imperialism, the Arab governments, and the traitorous Fatah-controlled West Bank government, seeks to validate a new colonisation plan for Gaza to divide the entire historical territory of Palestine among the world powers and prevent the Palestinian people from exercising their right to self-determination.

 

An imperialist “mandate” to colonise Palestine

The resolution seeks to impose a new government on Gaza under an imperialist “mandate,” with the hypocritical name of “Peace Council.” This new government would implement “a transitional governance administration, including the oversight and support of a technocratic and apolitical Palestinian committee composed of competent Palestinians from the Gaza Strip, promoted by the Arab League, which will be responsible for the day-to-day operations of the Gaza public administration.”

The establishment of an occupation military force is being promoted through the “Temporary International Stabilisation Force (ISF) in Gaza, which will be deployed under a unified command acceptable to the Junta, with forces contributed by the states, in close consultation and cooperation with the Arab Republic of Egypt and the State of Israel, and will use all necessary measures to fulfil its mandate.” This colonialist military force, imposed from above on Gazan territory, seeks to disarm the Palestinian resistance and replace internal and border police forces with imperialist forces with the Israel Defence Forces to subjugate the Palestinian people.

To impose an imperialist government and an occupying military force, the UN is regressing over 100 years in history to repeat the colonialism established after the First World War, when the League of Nations granted Britain control of Palestine, which was later handed over to Zionism to create the State of Israel in 1948.

Since then, the State of Israel has been an imperialist enclave for 77 years, using Nazi-like methods of extermination and ethnic cleansing against the Arab population throughout the historical territory of Palestine. Today, in the 21st century and with a growing global mobilisation against genocide, imperialism, through a UN resolution, is once again blessing Israel to guarantee its genocidal impunity and prevent the Palestinian people from achieving self-determination.

 

The Gaza Reconstruction Business and the Spearhead for a New Occupation

The UN resolution not only impose an imperialist government and an occupying military force but also promotes international funding for the political, military, and administrative tasks of the new government, and the establishment of a trust fund and imperialist financing from the World Bank and other financial institutions, intending to chain the future of the people of Gaza to imperialist institutions. In this way, Trump and his allies seek to invest in the region to carry out a large real estate project to profit from destruction.

US funding helped Zionism destroy Gaza. It allocated $21.7 billion to Israel in the last two years to carry out the genocide. Netanyahu has launched the equivalent of 8.5 nuclear bombs, destroying 85% of Gaza’s civilian infrastructure. The UN Security Council facilitates the genocidal forces’ profiteering from reconstruction, seizing land and infrastructure as a new form of occupation.

 

A bailout for Netanyahu for Israel’s inability to triumph

Over two years after the Zionist aggression against Gaza, in which Israel has killed more than 70,000 people and wounded hundreds of thousands, Israel has not achieved a military or political victory over Gaza, nor has it defeated the resistance. Israel has failed in its latest attempt to extend the occupation, “destroy Hamas,” and impose an allied government.

Following Trump’s false declarations of peace, the various factions of the Palestinian resistance (Hamas, PFLP, Islamic Jihad, among others) have regained control of a third of Gaza, in the areas from which the Israeli army has withdrawn. They are guaranteeing local security, cleaning the streets, and confronting hostile clans, such as the Dughmush clan, which has been financed and armed by Israel in recent times to divide the Palestinians and impose a political change in Gaza.

Trump and Netanyahu do not act alone in Palestine or the Middle East. They have the complicity of the entire European Union and Arab and Muslim countries such as Egypt, Qatar, the United Arab Emirates, Saudi Arabia, and Turkey, and the approval of the Palestinian Authority, which, from the West Bank, is positioning itself to be the best servant of imperialism and Israel, replacing Hamas and governing Gaza in agreement with the historical and recent enemies of the Palestinian people.

In response to the UN resolution, the various resistance factions have rejected the agreement and refuse to disarm. Hamas stated that the agreement facilitates the objectives pursued by the occupation for two years without success on the battlefield and condemned any international mandate over Gaza. Islamic Jihad rejected the agreement, which it claims attempts to confiscate the right to self-determination and to resist the occupation, both guaranteed by international law.

 

Continue the global mobilisation to the resistance until a free Palestine is achieved, from the River to the Sea

Faced with this new attack against the self-determination of the Palestinian people, which seeks to impose a new colonisation, it is more urgent than ever to maintain the international mobilisation of the world’s peoples to support the Palestinian people’s resistance, the rejection of genocide, and the struggle for a free Palestine, from the river to the sea.

From student encampments in the United States, through the large mobilizations in major cities around the world, the strikes in Italy and Spain, as well as the successful internationalist actions carried out by the Sumud Global Flotilla, the solidarity of the world’s peoples continues to be expressed, and we must deepen it.

When Israel receives imperialist backing with this colonialist UN resolution, it continues to violate the fragile ceasefire, murdering hundreds of people; it holds more than 9,000 Palestinian prisoners in its jails, and extends its attacks into southern Lebanon.

On 29 November, a Global Day of Solidarity with the Palestinians will take place. The International Workers’ Unity – Fourth International calls for taking to the streets, organising mobilisations and strikes, repudiating the colonialist resolution adopted by the UN Security Council, and demanding that governments immediately sever all economic, political, military, cultural, and diplomatic ties with the genocidal state of Israel.

While winter arrives in all its harshness in Gaza, Palestine, and throughout the Middle East, we must redouble our efforts to demand the immediate opening of a humanitarian corridor to guarantee the entry of food, water, medicine, and supplies. On November 29th, the cry of “Free Palestine from the river to the sea!” must resound in every corner of the world until the genocide is defeated and all Israeli troops and their colonialist partners are expelled, and until support is sustained for the resistance in the struggle for a single, free, secular, democratic, and non-racist Palestine from the Jordan River to the Mediterranean Sea.
