At UNÍOS in the Broad Front (FA) we do not defend any corrupt government, nor Vizcarra given the vacancy that got 65 votes for his admissibility, nor Alarcon and his associates, who seek to present themselves as an alternative hiding their mafia past. None of them will solve the urgent problems, because, despite the sputtering, they all agree to uphold the continuity of this model. Against all of them, we are promoting a fundamental solution and an alternative political project that has nothing to do with these manoeuvres and debates at the top to confuse the people. We call to fight to impose a plan that will put an end to the Fujimori economic model that all governments support.
Let’s fight for an anti-capitalist solution against the Vizcarra government and the manoeuvres of the Congress!
The “Vizcarra audios” (corruption) show that all those who ruled the country are unscrupulous, corrupt people who rule for the big business owners. These audios, where President Vizcarra had a hand in hiring Richard Swing, only show the tip of the iceberg of the decomposed political regime that is infected with corruption. Thus, corruption is not an isolated fact, it is organic and structural of the capitalist system and the mechanism by which the government, its officials and the big proprietors compete to share out the capitalist business of the state.
The case of Swing is a drop in the ocean of capitalist corruption. Congress is scandalised by the 175 thousand soles received by the unpresentable “Richard Swing” but they hide the 23,297 million soles that the corrupt model stole only in 2019 from the governments and contractors who negotiate the public works with the Ministry of Transport, and also with the health and education of the people (Gestión, 11 September 2020). Businesses that were carried out with the goodwill and impunity of the entire state apparatus, Justice, Parliament, and the Armed Forces.
The only frontal fight against corruption is the fight to end capitalism, and to put the country’s economy at the service of the working people under the democratic management of the organised people. The rest of the proposals are only Aspirin for cancer that makes the country sick.
The political crisis and a new confrontation to share the pie of the economic revival
The political crisis opened in 2016 is deepening in the impact’s face of the biggest economic, social and political crisis in the history of capitalism with the Coronavirus. The economic reactivation promoted by the government seeks to recompose capitalist profits to reverse the fall of the GDP of -12 per cent in 2020 to a growth of 10 per cent in 2021, the largest since 1994; according to the Multiannual Macroeconomic Framework 2021-2024. That recovery will be imposed with a brutal attack on the working-class and poor people with less pay, more informality, and fewer rights. Faced with this enormous accumulation of profits that the big bosses are predicting, different sectors of them are fighting among themselves in a fierce battle to see how they will share out the pie they will get from the increased exploitation and oppression of workers. The “emerging capitalists” – representing APP, UPP, Podemos Peru and others in Parliament – want to enter the trade and they confront the government from above with radicalised positions to better negotiate their class privileges.
Neither with Vizcarra nor with the Congress. Only with the people who fight
We are against all the policy of the Government and we reject the manoeuvres of the Congress that takes advantage of the critical situation to negotiate better its interests while the people live in misery, informality, unemployment, and without rights, or die suffocated at the doors of the collapsed hospitals. Against Vizcarra and the false opposition, we propose an independent and anti-capitalist solution that with the mobilisation and struggle imposes the basic measures we need.
Facing this brutal economic crisis, there is no room for half-measures, nor abstentionists. We can’t take care of the supposed “democracy” for the rich by scaring the working people that a coup d’état is underway, as the government and a sector of the left – among them the members of Congress of the Frente Amplio who abstained or voted against the motion for a vacancy and did not propose a fundamental solution – have cowardly guaranteed Vizcarra’s governability in the National Agreement and the Peru Pact by becoming his defence lawyers. There is no room, either, to trust the parliamentary movements with which a sector seeks to change the chain of command of the State, as they change management in a company: they change management, but the same policy continues.
Let’s go for an alternative economic plan
From UNIOS in the BROAD FRONT (FA) we call on the workers who fight, social, trade union and political organisations to lift national coordination on its feet to promote a consistent plan of struggle, which unifies all sectors and breaks the isolation imposed by the treacherous trade union and political leaders, who are playing more to sustain the governance of Vizcarra than to defend working people.
To confront the neoliberal economic reactivation, the model, and the continuum we raise Five proposals to get out of the crisis. First: Tax on large corporate fortunes. End subsidies and exemptions that take away 17 billion soles a year and collect all debts from bosses who have not paid the State for decades. A bonus of 1000.00 soles to stop hunger. The wage increase, retirement and pensions now! Second: Cancellation of the perfect suspension of work and collective lay-offs. Prohibition of dismissals and suspensions. Distribution of working hours. Health and safety committees in the workplaces. Third: Nationalisation of Banking and Foreign Trade to end the usury and plundering of bankers and AFPs. Fourth: Enough with the precariousness and informality of labour! No more CAS! No more third parties or outsourcing. Fifth: Money for health and education, not for the bosses and the IMF. Increase the budget to 8 per cent of the GDP for health and no less than 6 per cent of the GDP for education!
